We promote appropriate water management and governance in our country as well as the development and implementation of finance mechanisms.

Water governance in Peru represents a complex, high priority challenge which requires an immediate implementation. In order to achieve an effective management of water resources, it is essential to incorporate public policies, to produce evidence and knowledge through capacity building, and to promote the development and implementation of financial mechanisms. Plus, it is essential that all parties involved adopt a gender-based and intercultural approach. 

Moreover, water justice should be promoted through an equal distribution and access of water resources, as well as their protection and conservation in order to guarantee a sustainable use for all people and communities. 

These are the tasks that the SPDA has been promoting in order to guarantee water security in the country:

  • Promotion of interventions in favor of the conservation, use, and sustainable management of river basins and the ecosystem services they provide.
  • Capacity building for decision makers and communicators to maximize water governance in the country.
  • Promoting mechanisms that channel and boost investments (the MERESE, direct, conditioned transfers, payments for ecosystem services, water royalties)
  • Coordinated efforts at the three levels of government in the design and implementation of public policies and legal dispositions that contribute to the water governance with a gender-based and intercultural approach.

As a sample of the results of our work, a draft bill has been accepted by Congress to promote and regulate the direct contracts of rural communities in the framework of the water MERESE (Compensation Mechanisms for Ecosystem Services), as well as the submission of the draft bill for the Water Royalties to channel funds to investments that guarantee the conservation and maintenance of water sources.
