Jimpson Dávila Ordoñez serves as the Director of the Marine Governance Program at the Peruvian Society for Environmental Law (SPDA). He plays a key role in building partnerships and maintains close coordination with government representatives, civil society organizations, international cooperation agencies, and industry groups. His leadership extends to managing multidisciplinary teams that conduct research, analysis, and develop policy proposals focused on the sustainable use of biodiversity and the conservation of marine ecosystems in Peru.
He holds a law degree from the National University of San Marcos, with over 15 years of experience in the environmental field. He earned a Master’s degree in Constitutional Law from the University of Castilla-La Mancha in Spain, and a Master’s in Environment, Development and Policy from the University of Sussex in the United Kingdom, graduating with distinction. He is currently a Master’s candidate in Environmental and Climate Change Law at University College Dublin, Ireland. He has also pursued graduate studies in Natural Resource and Environmental Economics at the National Agrarian University La Molina.
Throughout his professional career, he has held several key advisory positions within senior government leadership. He has served as an advisor to the Minister’s Office at the Ministry of the Environment, the Vice Ministry of Environmental Management, and the Vice Ministry of Strategic Development of Natural Resources. He has also advised the Board Chair of the Environmental Assessment and Enforcement Agency (OEFA), the General Secretariat of the Ministry of Agrarian Development and Irrigation, and the Executive Directorate of the Direct Human Consumption Program “A Comer Pescado”. Additionally, he has led the Office of Environmental Policy and Management Instruments at the Ministry of the Environment, as well as the Environmental Crimes Functional Unit (UNIDA) within the same ministry. In these roles, he successfully led multisectoral regulatory improvement processes across various areas of environmental policy and natural resource management.
In academia, he has served as a lecturer and teaching assistant at the Environmental Law Legal Clinic of the Pontifical Catholic University of Peru (PUCP), and in its Graduate Program in Environmental and Natural Resources Law. He is the author of several publications on environmental law and policy, human rights and the environment, and the sustainable development of economic activities. His career reflects a strong commitment to integrating environmental considerations into legal and policy frameworks, aiming to foster a prosperous and sustainable future for all.
