Flor del Pilar Carrión Aponte has been working as a legal specialist in formalization and administrative sanctioning procedures for fisheries at the Conservamos por Naturaleza Initiative and the Marine Governance Program of the Peruvian Society for Environmental Law since 2023.
Flor is a lawyer with a master’s degree in constitutional law from the National University of Piura. She has a diploma in public management and crimes against the public administration, with a specialization in environmental law from the Continental University. She has more than 12 years of experience working in the public and private sectors, holding positions as Legal Advisor and Legal Analyst, with experience related to the fishing sector, formalization of artisanal fishing vessel owners, public administration, administrative law, and administrative sanctioning procedures. She has worked on formalization processes currently in effect, such as SIFORPA II and Fishing Cooperatives.
As a legal specialist in formalization and administrative disciplinary proceedings in the fishing sector, she currently provides legal assistance and support to artisanal shipowners and fishermen in the procedures they undertake to achieve formalization within the framework of the Siforpa 2 and Cooperatives formalization processes, technical-legal analysis, preparation of reports and similar documents, he handles administrative sanctioning files, organizes and participates as a representative of the SPDA in events and work meetings, thereby fostering greater interdisciplinary and inter-institutional collaboration to promote more sustainable fisheries, and conducts training on marine fisheries formalization issues for beneficiaries such as state entities, civil society, and artisanal fishermen’s organizations.
Based on the technical and legal assistance provided to artisanal fishing vessels in the formalization process, 71% of these vessels successfully completed their formalization. Progress was made on stalled cases, and the bottlenecks that were preventing them from moving forward were cleared.
