Manuel Pulgar-Vidal Otálora is a lawyer specialized in environmental law. He was Minister of the Environment of Peru from December 11, 2011 to July 28, 2016. He was also the executive director of the Peruvian Society of Environmental Law (SPDA) from 1994 to 2011.

Pulgar-Vidal has had an extensive career in both the public and private sectors. He has served as a member of the Board of Directors of the Environmental Evaluation and Control Agency (OEFA), President of the Board of Directors of the Permanent Seminar on Agricultural Research (2003-2005), Director of the National Fund for Protected Natural Areas (PROFONANPE) (1994-1998), Director of the Fund for the Promotion of Forestry Development (FONDEBOSQUE), and Director of the Equitas Foundation of Santiago.  He was also a member of the Board of Directors of the Interamerican Association for Environmental Defense (AIDA) from 1997 to 2004.

Manuel Pulgar-Vidal is currently the Climate and Energy Director for WWF International, based in Berlin, Germany.
